Lightning is a Cloud charged with Fire. Fire and Water make Steam, Wind lifts the Steam into a Cloud, and touching that Cloud with Fire again sends out a bolt of Lightning. Only three combinations are needed, and Fire bookends the recipe as both the first and last ingredient.
