Oddly, the route to Ice starts with Fire. Fire and Wind make Smoke, Water cools the Smoke into Fog, and another dose of Water condenses and freezes the Fog into solid Ice. It takes three combinations, and the Fog in the middle is a useful ingredient in its own right for Mushroom, Ghost and Fairy.
